Modern scholarship on decision behavior dates from the late 1940s. But that scholarship has been preoccupied with two ideas that are much older. One is the notion of expected utility, first articulated in the scholarly literature by Daniel Bernoulli in 1738. In its simplest form, the expected utility concept applies to monetary gambles. Imagine you are asked to choose between two gifts, either gamble G, which you would then play and get either $9 or nothing, or else a simple, (...) direct payment of $3. As shown in the decision tree in figure 10.1, you receive gamble G's $9 payoff if the toss of a fair die yields one or two pips, but you receive nothing otherwise. (In decision trees, choice points are represented by square nodes, chance points by circular nodes.) The expected value or expectation of a gamble is the sum of its payoffs, each weighted (i.e., multiplied) by its probability. Thus, the expected value of G is EV(G) = (1/3)($9) + (2/3)($0) = $3, the same as the direct payment. So, if you generally make decisions like this one so as to maximize expected value, you would be indifferent between the present options. In my 2002 piece ‘The Meaning of Life’ I argued that Life, meaning the sum of the lives of all living things, had a meaning if and only if it had been purposefully brought about by a designer or creator. Michael Hauskeller has recently criticized this argument, responding that this sense of ‘meaning’ is not the one in view when we are discussing ‘the meaning of life’. In this piece I respond to Hauskeller's argument, and, while I stand by my (...) 2002 argument in terms of one meaning of ‘meaning’, I admit that it does not apply to the different question of what makes a life meaningful. I assert that glorifying God is the activity that contributes the most meaningfulness to a life, though I deny that this is the only activity that can contribute meaningfulness to a life. This makes me, in terms due to Thaddeus Metz, a moderate supernaturalist rather than an extreme supernaturalist. Despite this distinction, Metz has argued in this volume that moderate supernaturalism is vulnerable to the same objection as in his view defeats extreme supernaturalism, and I close by responding to this argument. Taking Mother Teresa as an exemplar of Christian faith and exploring the close (...) connection between faith and faithfulness in the context of committed covenantal relationships, I set out a view of Relational Faith that does not assume that faith requires belief and allows wide room for honestly wrestling with doubt from within the Judeo-Christian tradition. Edward Stuart Russell (1887–1954) was a central figure in the philosophy of biology during the first half of the twentieth century. Although he worked as a government fisheries scientist for much of his life, he still managed to establish himself as one of the most prominent biological theorists of his time. The views he developed, which were antireductionistic, organism-centred, and teleological, challenged the prevailing mechanistic orthodoxy. His book 'The Interpretation of Development and Heredity' (1930) provides one of themost incisive critiques (...) of the chromosomal theory of the gene ever published, and it has acquired a renewed relevance in light of recent empirical findings. Russell’s interest in the theoretical problems of biology is as much historical as philosophical, and many of his works, particularly his first book 'Form and Function' (1916), are still regarded today as landmark contributions to the history of biological thought. The standard view says that epistemic normativity is normativity of belief. If you’re an evidentialist, for example, you’ll think that all epistemic reasons are reasons to believe what your evidence supports. Here we present a line of argument that pushes back against this standard view. If the argument is right, there are epistemic reasons for things other than belief. The argument starts with evidentialist commitments and proceeds by a series of cases, each containing a reason. As the cases progress, the (...) reasons change from counting in favor of things like having a belief to things like performing ordinary actions. We argue that each of those reasons is epistemic. If the argument succeeds, we should think there are epistemic reasons to consider hypotheses, conduct thought and physical experiments, extend one’s evidence, and perform mundane tasks like eating a sandwich, just as there are epistemic reasons to believe what one’s evidence supports. Since at least the mid-2000s, political commentators, environmental advocates, and scientists have raised concerns about an “anti-science” approach to environmental policymaking in conservative governments in the US and Canada. This paper explores and resolves a paradox surrounding at least some uses of the “anti-science” epithet. I examine two cases of such “anti-science” environmental policy, both of which involve appeals to epistemic values that are widely endorsed by both scientists and philosophers of science. It seems paradoxical to call an appeal to (...) epistemic values “anti-science.” I develop an analysis that, I argue, can resolve this paradox. This analysis is a version of the “aims approach” to science and values, drawing on ideas from axiology and virtue ethics. I characterize the paradox in terms of conflicts or tensions between epistemic and pragmatic aims, and argue that there is a key asymmetry between them: epistemic aims are valuable, in part, because they are useful for pursuing pragmatic aims. Thus, when epistemic and pragmatic aims conflict, epistemic aims need to be reconceptualized in order to reconcile them to pragmatic aims. When this is done, in the “anti-science” cases, the epistemic values are scientific vices rather than virtues. Thus the “anti-science” epithet is apt. (shrink)

Since the 1970s, a sea change has marked the politics of science in the United States. In the quarter century after World War II, a broad, bipartisan consensus prevailed on the promotion and uses of science in American society: first, that the federal government should support research and training in technically meritorious fields of likely long-term benefit to national defense, the economy, and health; second, that the benefits of this investment should be developed into useful products by the private sector; (...) and that public policy in technically related areas should be shaped by drawing on highly qualified, non-partisan expertise. Since the 1970s, that bipartisan consensus has corroded, ushering in a New Politics of Science in the U.S. Ideological restrictions, largely from the political right, have prohibited or severely constricted federal support of research in areas such as human therapeutic cloning, human stem cells, in vitro fertilization, and human embryo research. The devotion to privatization and entrepreneurship in the name of high technology competitiveness has, in areas such as biotechnology, blurred the lines both intellectually and institutionally between academia and industry, with questionable consequences for the public interest. And nonpartisanship in the scientific advisory system has been succeeded by unashamed partisanship, fueled by the mobilization of expertise on the right in issues ranging from the teaching of evolution in the schools to global warming. The reasons for this sea change can be found in the larger rightward shift over the period on both the foreign and domestic fronts. (shrink)

People often fail to detect large changes to scenes, provided that the changes occur during a visual disruption. This phenomenon, known as ''change blindness,'' occurs both in the laboratory and in real-world situations in which changes occur unexpectedly. The pervasiveness of the inability to detect changes is consistent with the theoretical notion that we internally represent relatively little information from our visual world from one glance at a scene to the next. However, evidence for change blindness does not necessarily imply (...) the absence of such a representation-people could also miss changes if they fail to compare an existing representation of the pre-change scene to the post-change scene. In three experiments, we show that people often do have a representation of some aspects of the pre-change scene even when they fail to report the change. And, in fact, they appear to ''discover'' this memory and can explicitly report details of a changed object in response to probing questions. The results of these real-world change detection studies are discussed in the context of broader claims about change blindness. (shrink)

Law and the legal system through which law is effected are very powerful, yet the power of the law has always been limited by the laws of nature, upon which the law has now direct grip. Human law now faces an unprecedented challenge, the emergence of a second limit on its grip, a new “species” of intelligent agents (AI machines) that can perform cognitive tasks that until recently only humans could. What happens, as a matter of law, when another species (...) interacts with us, can be integrated into human minds and bodies, makes “real-world” decisions—not through human proxies, but directly—and does all this “intelligently”, with what one could call autonomous agency or even a “mind” of its own? The article starts from the clear premise that control cannot be exercised directly on AI machines through human law. That control can only be effected through laws that apply to humans. This has several regulatory implications. The article’s first discusses what, in any attempt to regulate AI machines, the law can achieve. Having identified what the law can do, the article then canvases what the law should aim to achieve overall. The article encapsulate its analysis in a list of both doctrinal and normative principles that should underpin any regulation aimed at AI machines. Finally, the article compares three transnational options to implement the proposed regulatory approach. (shrink)

The neurophysiological evidence from the Miyashita group's experiments on monkeys as well as cognitive experience common to us all suggests that local neuronal spike rate distributions might persist in the absence of their eliciting stimulus. In Hebb's cell-assembly theory, learning dynamics stabilize such self-maintaining reverberations. Quasi-quantitive modeling of the experimental data on internal representations in association-cortex modules identifies the reverberations (delay spike activity) as the internal code (representation). This leads to cognitive and neurophysiological predictions, many following directly from the language (...) used to describe the activity in the experimental delay period, others from the details of how the model captures the properties of the internal representations. On 19 June 2019, Victoria's 'Voluntary Assisted Dying' Act came into effect. The Act makes legal two interventions at the end of life. In most cases, it allows a doctor to prescribe a patient who meets certain criteria with a lethal substance, which it is supposed a patient will take at a time and place of their choosing to end their life. In rarer cases, where a patient is unable to ingest the lethal substance, it also allows for a doctor (...) to administer such a substance to the same end. In the Victorian legislation these interventions have been given the umbrella term of 'Voluntary Assisted Dying'. In Catholic ethics, as in most bioethical frameworks, these acts are referred to as physician-assisted suicide and euthanasia. (shrink)

In the sixth Logical Investigation, Husserl thematizes the surplus (Überschuß) of the perceptual intention whereby the intending goes beyond the partial givenness of a perceptual object to the object as a whole. This surplus is an apperceptive surplus that transcends the purely perceptual substance (Gehalt) or sensed content (empfundene Inhalt) available to a perceiver at any one time. This surplus can be described on the one hand as a synthetic link to future, possible, active experience; to intend an object is (...) to intend it as it would appear if we were to have an exhaustively synthetic explication of it. This perceptual apperceptive surplus is, on the other hand, distinguished from the surplus that categorial form represents over the perceptual sense data. In this paper I show how the apperceptive surplus can also be understood as a synthetic link to past experience that is passively operative in any present perception. The synthetic link to both past and possible experience is a link to non-actual perceptions. Links to non-actual experience are despite their non-actuality nevertheless genuinely intentional in that they enter into the sense of any actively constituted object understood as a unity of sense. Key to this interpretation is an explanation of how Husserl appropriated the key concepts of attention and apperception from psychologists of his day, such as Stumpf and Wundt. (shrink)
